How much does it cost to import a car to Panama: 2026 guide
Updated: August 2026
Quick reference: importing a car to Panama costs roughly ~18% to ~40% on top of the CIF value in taxes, depending on the vehicle value — 15% duty up to $15,000 CIF (~30% above) plus 7% ITBMS. Electric cars pay 0% duty.
What is the CIF value?
CIF stands for Cost, Insurance, and Freight. It is the base on which all import taxes are calculated in Panama: it is not just what you paid for the car, but also what it cost to insure and ship it.
Customs uses the declared CIF value as the taxable base. If the declared value looks too low against market value, the authority can adjust it, so it pays to keep the invoice and freight well documented.
Import duty: 15% or 30%
As a reference, passenger vehicles pay about 15% duty on the CIF value when it is up to $15,000, and around 30% above that.
The exact rate depends on the vehicle's tariff classification (partida arancelaria). Your customs broker confirms the classification and final rate before assessment.
ITBMS: the 7% that always applies
ITBMS is Panama's value-added tax on goods and services. For imported vehicles it is charged at 7% on the sum of the CIF value plus the import duty.
It applies to all vehicles, including electric ones, which are exempt from duty but not from ITBMS.
Electric cars: 0% duty until 2030
Pure electric vehicles (tariff heading 87.03) pay 0% import duty until 12/31/2030, under Law 295 promoting electric mobility in Panama.
Note: the 7% ITBMS is still due, calculated on the CIF value (with no duty added, since they are exempt).
Worked examples
Reference calculation for a gasoline vehicle (not electric). Electric cars pay 0% duty and only the 7% ITBMS.
The total budget: add it all up before you buy
Besides taxes, add up freight, transport insurance, broker fees, and local paperwork. Keep in mind that car insurance is mandatory to drive in Panama, so include that monthly cost in your budget from the start. If the total stretches your budget, your customs broker confirms the exact figures before you buy.
Vehicle age limits: what you can actually import
Panama permits the import of used vehicles, though customs valuation and duty tiers depend on the manufacture year and CIF value according to official ANA valuation tables. Vehicles must comply with safety standards and be in roadworthy condition prior to nationalization.
RoRo vs. container: choosing how to ship
Most vehicles headed to Panama travel via RoRo (Roll-on/Roll-off), where the car is driven directly into the ship's hold (typically $1,000 to $1,800 USD depending on origin port). It is the most economical option, but does not allow shipping extra cargo inside the vehicle. A container (shared or dedicated, typically $2,000 to $4,000 USD) provides higher protection and allows transporting personal belongings alongside the car.
How long does customs clearance actually take?
From the time the vehicle arrives at a Panamanian port until it is released with municipal plates, the typical process takes 5 to 15 business days, assuming all documentation is complete and verified at submission. Missing original documents is the primary cause of clearance delays.
Typical total cost: a worked example
For a gas sedan with a CIF value of $12,000: import duty (15%) = $1,800, ITBMS (7% on $13,800) = $966, totaling $2,766 in government taxes. Adding broker fees, port handling, and municipal plates (approx. $700 – $1,100 additional), the total estimated clearance cost ranges between $3,500 and $3,900 USD.
